      Every year, two very different judges rank the world’s most liveable cities. The Economist Intelligence Unit (EIU) list is buttoned-up and loves spreadsheets—checking crime rates, hospital wait times, school quality. Monocle magazine, with divisions around the globe, publishes a top-20 issue during July and August, something more stylish and a little more vibes-based. It wants to know if a city has soul, good coffee, striking architecture, and something to be excited about.

      Perhaps unsurprisingly, these two judges barely agree with each other. Out of roughly thirty cities that top either list, only six show up on both: Copenhagen, Vienna, Zurich, Sydney, Melbourne and Vancouver, B.C. Montreal isn't on Monocle's list at all, but in the EIU’s yearly ranking, it does hover at around 19th place out of 173 cities worldwide.

      Merging the criteria of the two lists reveals what the six double-winners had in common. The short checklist identifies seven benchmarks: safe streets, good transit, affordable homes, green space, well-organized and free healthcare, an efficient government, and a city with a defined personality. Understanding what the selected most-liveable cities actually share opens the door to compare Montreal against something tangible.

      The results aren’t bad. The merging exercise would place Montreal sixth in the seven-city club, ahead of Melbourne. On the one thing that actually makes a city distinctive—culture, flavour, personality—Montreal is genuinely strong.

      The takeaways of the analysis are not about bike lanes or hospitals, but about identity. Every one of the other six standout cities knows exactly what it is before it designs policy. Vienna doesn't build housing like Zurich. Copenhagen isn't trying to out-party Melbourne. Each city has picked a lane for their identity, and every decision, from transit to taxes, pulls in that same direction. Montreal hasn't done that yet — the city’s vision for who it is and where it wants to be in 30 years isn’t shared by stakeholders. The same question posed to 30 different politicians leads to 30 different answers.

      Identity and liveability include the “boring” stuff without which a city will never rank high. It's tempting to think identity only belongs in the culture budget, while fixing hospitals and buses is something every decent city does pretty much the same way. How we fix a hospital wait time, redesign a bus route, start a business, and improve mobility, can either say ‘this is Montreal,’ or say nothing at all.
